I wanted to know if it is possible to access a dashboard that I created from another spc on another network via ethernet, or via cell phone

Do a search in the forum for this - it comes up at least once a month and is answered fairly comprehensively

There are several ways to do that. Currently I'm connected via ssh to the raspberry and able to launch the editor and dashboard

You want to be careful about doing that - unless you are a networking guy and understand all about securing SSH and turning off user based login etc - plus you really then need to stay up to date on all the security advisories in case a Zero day exploit is released.

Far better off implementing some form of VPN over which you then run your connection protocol of choice - be that SSH, HTTPS etc - by doing this you reduce the number of devices that are able to have a chance of attacking your end device.
