Hi at all , i want to add a picture to background dashboard i read most of question i want to know how to changing http static and why when i want to oppen settings.js in my computer i haver error message

Please provide more information such as -

How are you trying to open settings.js ?  
What is the error message ?  
What operating system are you using ?
