Is there a way to hide the graph when the dashboard is not receiving data?

You need to explain what you mean. Do you mean that you want the whole chart, including axes etc, to be hidden? Or perhaps you mean you would like to see a gap in the line when there is no data, or perhaps something else.

Have a look at ui-control node and read the help text, you can hide tabs and groups.
