you mention that you recreated the Docker image

There were some breaking changes in mosquitto broker as described in this link  
**[Version 2.0.0 released](https://mosquitto.org/blog/2020/12/version-2-0-0-released/)**  
by _default_ now mosquitto is not open to connections except to localhost / 127.0.0.1

possibly it could be a similar issue as described in this very recent post
