Firstly, I would probably downgrade to NODE V16 LTS

Then, while installing NODE V16 LTS be sure to include the build tools

Some node modules have native code that requires compiling (e.g. serialport)

Also you are running npm in `C:\Users\User` when I would expect the Node-RED userDir to be at `C:\Users\User\.node-red`
