As of now `--userDir` equals the installation path (for non-global installations).  
Thus, could you please check if your non-admin user has write privileges for `C:\Node-RED`?  
If he hasn't, you're experiencing a correct system behaviour... 🤔

I'm about to change this default setting. `--userDir` will then be placed into `LocalAppData`. It will take another day or two for an update...

Hi @ralphwetzel  
You are correct, the folder was set to Read-Only. Once Write privileges were enabled running as Admin wasn't necessary. Many Thanks!
