I installed node-red-contrib-uibuilder .Is it possible to confing uibuilder with semantic UI?

You can create whatever UI you like. You will need to explain more however if you need some specific help.
It mainly seems to be expecting you to have a build step in order to integrate it into your web app. The examples they give use gulp. If you look in the uibuilder WIKI, you will see an example for getting going with webpack and you should be able to translate that to use gulp. If you do get gulp going, it would be great to get a new example in the WIKI.
