Can the dashboard 2 chart widget make a chart like this?
The axis positions and the dashed horizontal line are not important, it is the log x scale that is the issue. The data are coming from a database, that side of it is not a problem, just how to configure the chart.
Not currently, but would be happy to add this support in core. Could you open a Feature Request/Issue please on our GitHub? Should be a fairly quick thing to build.
