I want to control my devices of course cloudless; that's why I'm wondering that, for instance, the Tapo node requires my tapo-credentials as well as the local ip of the device?

Unfortunately it seems that TAPO devices will not work unless there is an internet connection - which suggests they have to ask China for permission to turn on/off.
If I were you I would return it to the seller as unsuitable for the purpose and instead look around for smart devices which come pre-flashed with Tasmota.
