Can a Node-RED command/sequence/flow (as it would be seen on the Dashboard) be executed from an HTML link? If so, where do you get the URL to create the link?
You can use the HTTP In/Response nodes to create a flow that can be triggered by an http request. Some examples in the cookbook: https://cookbook.nodered.org/http/
