How to show an image from local directory in dashboard

Hello,
the problem should be simple: I have a camera that every second save (OVERWRITE) an image in a local folder (/home/user/image.jpg). I simply would like to show this image in the dashboard periodically (every 10 seconds for example). I have no control on the camera.
