I am seeing this when I refresh the dashboard browser page
I thought I had been hacked, but when I click on the link in the message I see
which does not look like a hack on my machine.
If this is related to the PWA tests.. at least in my machine:

No, it isn't related to the PWA tests (just co-incidental that I noticed it while doing those). It happens with the released dashboard version too.
I do think this is something to do with your local setup - I've not seen anything like that in core Dashboard, nor do I recognise it from anything in our source?
Are you using edge browser?
