I don't see the node mcp2317chip

That is a configuration node so does not appear in the pallet. It is created automatically when you configure an input or output node and add a new chip config.
Note though that the node has not been updated in 4 years and has not got a github repository, so it may not be maintained.

I have no experience with that chip. Others may have.
The node you linked to may work perfectly well, I don't know.
