I am trying to install Mosquitto MQTT Broker "mosquitto-2.0.5-install-windows-x64.exe" and SYMANTEC blocked it. Has anyone information on a hacking on the install? Or is this just a figment of Symantec's configuration?

That is a Symantec configuration issue. You need to tell it to back off and let you get on with your job!
OK, Here goes nuttin... 
If that is on a personal system, personally, I would ditch it and switch to Microsoft Defender. Even our enterprise environments are being switched now (I've been advocating for this for some years). The other anti-malware tools are too intrusive and can't keep up with changes to Windows.
