the new os can be used for both ?
You can upgrade manually by editing the apt sources files and doing an apt upgrade but it will take a couple of hours per OS level you need to go through.
Yes buster works on all Pi versions

A google search found this link. it is for upgrading from Stretch to Buster but you should be able to follow it. Pay particular attention to the note that you should make a backup of your card if there important things on it. The backup may go wrong and the card may no longer boot. In addition make sure that your backups of your node-red flows (no doubt you already have those backups) are up to date.
I have never used this technique, I have always started again with a fresh card, installed the latest Raspbian, and added the stuff I need.

no , I start with format SD and using the imager tool with OS
