There was this service - WHIN (Whatsapp Gateway) - New version (Beta) - no idea if it still works, costs involved etc. as I never used it. But it does/did exist.

You could send a link to a file and then host it on a server or cloud service. Or use Telegram

You can send any file type. Have search telegram send pdf bot JS at DuckDuckGo
