Change mouse pointer over editor group borders

Background
When you mouse over a node, the pointer changes from crosshairs to the move cursor, indicating click/drag or click/edit possibilities.

The border of a group also has click/drag and click/edit options but the pointer does not change from crosshairs, though the border does get a dashed outline.

A recent discussion revealed some confusion over how to move groups.

Proposal
Change the cursor when hovering over a group border in line with the behaviour hovering over nodes to indicate similar functionality.
