I don't really understand how to do this here
This is the entire log that I manipulated above,
I have watched it over and over many times but still do not see any delay 10 seconds.
You try to see if anything out of the ordinary does not just help me!

You said at the start that it takes 9 minutes for a deploy to complete.
What is happening in the log during those 9 minutes? Is it constantly logging things? Is it sat not logging anything for a long time and then logs something just before it completes?
For a delay that long you must be able to be able to say something about what you see in the log in relation to the delay.
