I am looking for Knowing if Node-Red is subject to EAR (Export Administration Regulations) and ITAR (International Traffic in Arms Regulations) regarding Export-Control requirements.

No, Node-RED is not subject to these regulations as it is not a defense-related technology or service.
As with any development tool, whilst the tool itself is not subject to these regulations, the application someone chooses to build using Node-RED could be... but that is not for us to determine
