How to create a scrolling dashboard

Hello!
I think some pictures will explain better what I would like to archive.
This is what I have

As you can see, I have several forms. I would like to have all of them in just one column, and in the left hand side, have a menu that allows the user to select what form the would like to fill. Once selected, the screen will just scroll down until that form places on the top. This image is pretty bad drawn, but I think you get the idea:

Is there any way to archive this?
