Include in Manage Palette, modules installed automatically via function node Setup tab

It seems that modules installed automatically by defining them in the Setup tab of a Function node do not appear in Manage Palette. The result is that there is no obvious way to update them. I presume also that the user will not be notified when an update is available.

The main difference compared to the node manager is that the module manager does not have its own catalog. It therefore needs to be created from the runtime. This raises numerous underlying questions.

I notice that nrlint (if installed) is included, even though it is not available as a module to install via the package manager.

Thankfully, I thought to move UIBUILDER's module/library feature out of the userDir to avoid these kinds of issues. You may note that UIBUILDER has its own library manager which does show outdated modules and allows easy update from the Editor. Though maybe I should move that to a sidebar now that we have a lot more flexibility in that area.

I really need to do some improvements in this area - at the moment, checks for updated versions don't happen as often as I would like. Having UIB's libraries in UIB's root folder though allows me to simply use another package.json file in that folder which makes installations, updates and removals quite straight forwards.

This is really a very similar requirement to the function node requirement.
