I am trying to connect around 20 Arduinos via USB, interfacing Node-RED through Serial. I will extend the USB 2.0 range through Usb to Ethernet range extenders.
How many Serial USB connections does Node-RED allow? Or is that number limited by the operating System as well?

I believe that this is purely an OS issue. You should be able to connect to any configured serial port from node-red.
