As of now --userDir equals the installation path (for non-global installations).
Thus, could you please check if your non-admin user has write privileges for C:\Node-RED?
If he hasn't, you're experiencing a correct system behaviour... 
I'm about to change this default setting. --userDir will then be placed into LocalAppData. It will take another day or two for an update...

You are correct, the folder was set to Read-Only. Once Write privileges were enabled running as Admin wasn't necessary. Many Thanks!
