Ongoing bugs in the Manage Palette display

As previously mentioned, the Manage Palette display has some ongoing bugs. Namely:

  1. It doesn't seem to cope with packages that contain both Nodes and Plugins. In this case, it only seems to show the plugins.
  2. Plugins are only displayed if they have a .js file which is not actually needed or used for Editor-only plugins.

This is just a reminder since they weren't fixed by any of the recent releases of Node-RED (I'm using v4.0.8).
