We are sending 400 packets per second from a device to TCP In node on a specific port.
How it will be processed by that Node? Whether there will be any delay?
Can it handle multiple packets per second?

That is impossible to say since we don't know whether you are running it on a Pi Zero or on a Super Computer and what OS you are running.
Even if we did know it is not easy to predict the answer as it depends very much on what else is going on in the computer. Basically you should try it and see and then you will know whether you have sufficiently powerful hardware.
