You can only have one Dashboard for each Node-RED instance. You could create a TAB in Dashboard that contained links to all of the other TABs.
It would be better if you explained what you were trying to achieve.

You need a dashboard tab full of buttons.
Each button sends the name of a dashboard tab.
Feed the output of the buttons into a ui-control node.
