Failed Ip address

I have my Computer connected to ethernet - But as soon as I tipe in the Ip Address :1880 it wont open-it says connection refused anyone idea?

Sorry that is a little vague.
Are you trying to access Node RED from another machine on your network or trying to access it over the internet?
