I currently working on the switch function node. But my switch node does not have add rule button which it should have. Below is the node edit window:

First try clearing the cache in the browser (using the browser menus not a key combination), and then refresh the page in the browser. If that doesn't help can you try a different browser? If you cannot then open the developer tools in the browser, refresh the page, and see if there are any errors. Also tell us what browser and version you are using.
Also please stop node-red then start it again in a command window and copy/paste here the output seen in the terminal window. Copy/paste please, not screenshot.
Also tell us what OS and S/W you are running on and how you installed node-red.
