There are quite a few undeclared things you missed.

No problems.

But if you want to input them from a GUI (web page) you can use the text input node and set it to numbers.

That would/should work.

But you didn't say from where you wanted to input the value (or maybe better: HOW)

But you still didn't say HOW.... From a Web page or from an EDIT screen.

Maybe you need the inject node and set it to inject the desired value.

I can't help you with that.

Just don't enter anything above 5000

If you are talking about the node-red-dashboard then the ui_numeric node can be set to limit the input

If you are using a ui_text input - but set to numeric mode - then no - those arrows are added by your browser as a standard html5 feature - nothing to do with Node-RED. But you should still be able to type in the value if you wish (but you won't be limited).
