Ah, I ditched Norton many, many years ago. It and similar tools tend to create as many, if not more, problems than they solve.
I use secure DNS and rely on browser settings + AdGuard (browser extension), I also have Microsoft Defender active of course.
Have a very similar setup.
I have network wide AdGuard (AdGuard Home) - where the upstream DNS is tls.
Has worked wonders - the last Norton product I used was Ghost (the very very early releases) - Gosh... Good Times! ![]()
PiHole is another good tool of course, if you have a spare Pi around.
In fact, I keep forgetting (because it is so hands-off!) that I also put some filtering on my Ubiquiti router.
I also had issues where my AVG blocked me, suspecting that the site is infected. setting exceptions only worked partially. Let's see what's happening
It doesn't have to be a spare PI, I run it alongside one of my allways-on node-red systems. Also it doesn't have to be a PI, any machine running one of the supported operating systems will do.

It typically consumes about 1% CPU on a Pi 4 on my home network with about 6 connected devices. It is great and removes the vast majority of adverts from Android apps connected into the wifi.
@montyfert someone reported that to me privately a few days ago. We investigated via the Norton Safe Web site that allows you to check a URL - Safeweb
And it reports back as 'safe' ... so really not clear why it then gets blocked sometimes.
Most of these tools now do dynamic checks which can mean that access is blocked because of some transient issue such as you transiting through a more risky network connection. Various things go into the dynamic calculations. It is not uncommon to get a block that then clears later.
